This rating has more to do with the fact that it has become increasingly harder to obtain insurance on an older mobile home even though it has been completely renovated. Those who want to lead a quiet life on a small piece of property have to jump through hoops in order to make that happen. Florida seems to welcome those with money more so than those of meager means.
